Pipeline construction in <br /> <br />saturated soils of the Blue River flood plain would require special <br /> <br /> <br />soil management practices to minimize sediment transport. Application <br /> <br /> <br />of existing erosion control techniques could substantially reduce <br /> <br />potential soil erosion, but special attention would need to be given to <br /> <br />road design, surface water runoff control, snd prompt mulching and <br /> <br />planting of disturbed areas. Loss of approximately 400 acres of <br /> <br />State-important farmland as a reault of pipeine and reservoir construc- <br /> <br />tion would be a significant impact. <br /> <br />The cost of stabilizing slopes snd providing soil erosion control <br />could range from $500 to $8,000 per acre. However, very difficult <br />reclamation conditions could cost as much as $17,900 per acre. The <br />economic loss to landowners resulting from loss of farmlands could be <br />mitigated by compensating the landowner for the value of lost produc- <br />tivity as determined by future losses of hay and riverstock production. <br /> <br />Vegetation. More thsn 3,000 acres of vegetation would be affected <br />by the project. Of this amount approximately 2,900 acres of sagebrush <br />and pinyon-juniper communities, which are especially important as big <br />game winter range, would be permanently affected by the project. The <br />cost of mitigating damages to big game winter range could range from <br />$100 to $1,500 per acre. <br /> <br />Wildlife. The most significant long-term wildlife impacts would <br />be caused by construction of Eagle-Colorado Reservoir on 10)N'er Alkali <br />Creek. The reservoir would block a major mule deer migration route <br />that. follows the south-facing slopes north of Interstate Highway 70 and <br />would inundate the existing big game winter range. Possible mitigation <br />measures to reduce effects on big game migration could include project <br /> <br />22 <br />
