<br />On September 1, 1948, the Director of Region 7, Bureau of Reclamation,
<br />transmitted to the Governor of Colorado copies of a preliminary draft of a
<br />planning report, with accompanJ~nG appendices, dated June 1948, on the first
<br />stage of the proposed Gunnison-Arkansas Project, Colorado. The Director of
<br />Region 7 requested the State to review the report in its preli~inary draft form
<br />and submit informal comments for consideration in the preparation of a report
<br />on such project in final form for transmittal to the Commissioner of Reclama-
<br />tion and the Secretary of the Interior,

<br />Board authorize the creation of a Policy and Review Committee
<br />for study of the Interim R2port on the first stage of the
<br />proposed Gunnison-Arkansas Project, and tho.t such Committee
<br />be composed of two representatives from the Arkansas Vallcy,
<br />two representatives of the area in .kstern Colorado affected
<br />by the proposed diversion program, two representatives of the
<br />Colorado dater Conservation Board designated as Director
<br />Stone and R. J. Tipton, Consulting Eninneer, nnd one repre-
<br />sentative of the City of Colorado Springs; !lnd further that
<br />John Beaty be responsible for SGcuring the appointmc,nt of
<br />the Arkansas River Valley repres~ntativc,s and Director
<br />Stone arrange for th(' appointm8nt of representatives for
<br />"i~stern Colorado; that such committee report from time to
<br />time to the Color"do ':iater Conservation 8oIJ.rd so thnt thG
<br />Board m~y formulate its final comnents for submission to
<br />the Bureau of hecl~ation, on such proposed project dev~lop-

<br />completed, consisted of Clifford H. Stone, Director of the Color~do Water
<br />Conservation Board, Chairm~n; Royce J. Tipton, Consulting Engineer of the
<br />Board; FrnnY. C. Delaney ~nd Judge Hume S. ~hite, representing ~estern C~~udo,
<br />Harold H. Christy and Charles J. 3015e, representing the Arkansas Valley;
<br />Fredrick T. Henry, representinb Colorado Springs (previously the City Manager
<br />of Colorado Springs served on tne Co~~ittee); and Cleland Feast, Commissioner
