<br />The Twin Lakes Reservoir and Canal Company shall not be required to re-
<br />frain from diverting water under its existing decrees from the Roaring Fork
<br />River except to the extent that a like quantity of replacement water is fur-
<br />nished to said company without charge therefor through and by means of project
<br />di versions.
<br />
<br />If by reason of storage capacity in the Aspen Reservoir, the Tvnn Lakes
<br />rteservoir and Canal Company derives additional water or other benefits or
<br />advantages it would not have realized had this project not been constructed,
<br />t:Jen nothing herein contained shall prevent the project from making appropriate
<br />charges for SUC'l Hater or other benefits or advantages.

<br />purposes shall have preference over those claiming or using water for any other
<br />purpose.

<br />13. The project is to be operated in such a manner as to secure the great-
<br />Jst benefit fror.1 the use and re-use of imported project waters wi thin project
<br />0cundaries in the State of Colorado.

<br />14. Any and all benefits and rights of Western Colorado water users in and
<br />to water stored in Green I\;ountain Reservoir, as described and defined in Senate
<br />.TJ('cument 80, Seventy-fifth Congress, First 3ession, shall not be impaired or
<br />Gcminished by this project.

<br />15. The project, its operation, maintenance, and use shall be subject to
<br />the provisions of the Upper Colorado River Basin Compact of October 11, 1948
<br />(Public Law 37, 81st Congress, First Session), the Colorado River Compact of
<br />November 24, 1922 (House Document 605, 67th Congress, Fourth Session), and the
<br />~oulder Canyon Project Act of December 21, 1928 (45 Stat. 1057-1064). In the
<br />event any curtailment of use of Colorado River >,ater in the State of Colorado is
<br />necessary to satisfy the provisions of the Colorado River Compact or the Upper
<br />Colorado River Basin Compact, then the diversions by the project for use in
<br />Sastern Colorado shall be c11rtailed before there i:o al1'j curtailment of the right
<br />to store "rater in j,spen Reservoir in a qllantit~, not ir, excess of the capacity
<br />of that reservoir for use in ~estern Colorado in accor~ffi1ce with these operating
<br />principles.
