recommended averace flows in the Roaring Fork River at the head of the proposed

tions of those streaJilS from which diversions are made to the natural flm'T of the
Roaring Fork River. The recommended average flm,s above mentioned are flows
in quantities equal to those recommended as a minimum at the head of the Aspen
Heservoir according to the followi ng schedule submitted by the United 3tates
