In order to accomplish such purposes the project shall be operated by
the United 3tates in compliance with the Federal reclamation laws, the laws
of the State of Colorado relatine to the appropriation, use, or distribution
of water, and the following operating'principles:

1. As used herein,

(a) :r 1 roject"r..eans that certain entert,rise planned and de-
siened by tlle Bureau of Reclamation, L'epartment of the Interior,
for the cr,J.j]smountain diversion of ,,!ater from the headwaters of
the Fr~'inspan ihver and other tributaries of the Roarine Fork iliver
to the basin of the Arkansas River, to~cther rdth all of its appurte-
nant rrorks and facilities in both :':astern and '.-,iestex:.'-L.Colorado.

(:c), I~Nestem' Colorado" meOlIlS that 'portion of the
State of Colorado lying within the natural drainage basin of the
ColoradO River and served b~ diversions made from the Colorado
River, or its tributaries, above its confluence ~dth the Gunnison
River,

(d) "Eastern Colorado Conservancy District" means that entity
to be hereafter created to contract for payment to the United
States of an appropriate portion of project costs allocated to
certain water uses in Eastern Colorado.

(e) "Aspen Reservoir" means not onl;," the ,-ec;ervoir presently
planned for construction near the torn1 of Aspen as part of the
project but also, unless the c~nte::t requires otherwise, any other
reservoir th3t may be constructed in ~estern ColoradO above the
to>m of :',spen in lieu of that reservoir for the purpose of protect-
in['; ':!at'3:r" uses in .iestern Colora.do.

(f) "c.f.s." means cubic feet of r!ater per second of time.

2. The J~s::en ,ieservoir shall be 'constructed and maintained on the
JioarinE: Fork ,Q ver above the torrn of Aspen, Colorado, with an active capacity
of about 28,000 acre-feet and 1'Ii th a reasonable eXFectancy that it will fill
annually. The 28,000 acre-feet of '"ater stored therein shall be available for
replacement purposes in i'lestern Colorado. I,ll of such stored water shall be re-
1M-sed under the conditions and limitations hereinafter set forth.
