<br />. <br /> <br />. <br /> <br />Concerning the long-range operating criteria for the Colorado River reservoirs, Reclamation <br />after three consultation meetings with representatives from the seven Basin States, announced on <br />August 27th in the Federal Register that there would be no modification to the existing Operating <br />Criteria at this time, Reclamation will accept written comments through September 10, 1997, Because <br />of the shortness of the comment period, I have been infonned that Reclamation will extend the <br />comment period to provide an opportunity for interested parties to comment. <br /> <br />As in the past, I have included in the Board folder a copy of the "Quarterly Status Tabulation <br />of Pending Water Service, Repayment, and Miscellaneous Contract Actions" issued by Reclamation, <br />The Board staff will be closely following the contract related to Item 62: agreement for 1,000 acre-feet <br />of Colorado River water to Bureau of Land Management, and Item 10: assigning a portion of the Holpal <br />PPR to McNulty et al. <br /> <br />As most of you are aware, the Western Water Policy Review Advisory Commission will be <br />delivering to the President later this year a report on "Water in the West Today." Included in the Board <br />folder is a newsletter from the Commission announcing its next meeting in Lakewood, Colorado, on <br />September 18-20th. The purpose of this meeting is to review and approve the Commission's draft <br />report, The Commission will be releasing its draft report for public comment in October, <br /> <br />Basin Statesffribes Discussion <br /> <br />Concerning activities related to the Board's efforts in developing California's 4.4 Plan, I can <br />report that: <br /> <br />I) Neither Mr, David Kennedy nor I have received any correspondence from any of the other <br />Basin states as a result of our meeting on August II, 1997, However, I have included in the <br />Board folder a copy of a memorandum written by Mr, James S, Lochhead to Governor Romer <br />of Colorado expressing his observations of the meeting, In his comments he observed: <br /> <br />. <br /> <br />The Plan did not address the issue ofPPRs within California, <br /> <br />. <br /> <br />Water transfers identified in the Plan fell short by 200,000 acre-feet of that needed for <br />California to get to 4.4 maf, <br /> <br />. <br /> <br />The Plan appears to rely heavily on surplus operations and Lake Mead banking, and <br /> <br />. <br /> <br />The Plan lacks a schedule for implementation, <br /> <br />2) The Agency Managers have continued to meet to address development of California's 4.4 <br />Plan. Following discussions with representatives from Arizona, the focus of the Agency <br />Managers discussions has been on exploring the relationship between surplus criteria and core <br />and non-linn transfers to keep the Colorado River Aqueduct full, Arizona representatives have <br />presented a concept whereby selected surplus criteria would be implemented for an interim <br />period of time to keep the Colorado River Aqueduct full, Implementation of these selected <br />criteria would be based upon receiving an acceptable 4.4 Plan from California and in lieu of <br /> <br />2 <br />
