<br />Colorado River Water Report
<br />
<br />During July 1997, storage in the major Upper Basin reservoirs decreased by 94,000 acre-feet
<br />and storage in the Lower Basin reservoirs increased by 158,000 acre-feet. Total System active storage
<br />at the end of July was 55,268 million acre-feet (mat), which is 3.357 mafmore than one year ago,
<br />
<br />August releases from Hoover, Davis, and Parker Dams averaged 17,840, 18,460 and 16,250
<br />cubic feet per second (cfs), respectively, Planned releases from those three dams for the month of
<br />September are 14,270, 14,970, and 12,840 cfs, respectively, The August releases represent those for
<br />downstream water requirements plus those for flood control space-building.

<br />The actual April through July lUlfegulated inflow to Lake Powell was 11.321 maf, which is 146
<br />percent of the 30-year average for the period 1961-1990, The preliminary September forecast of inflow
<br />to Lake Powell for the 1996-97 water year is projected to be 16.325 maf, or 139 percent of the 30-year
<br />average,

<br />The Lower Division states' estimated consumptive use of Colorado River water for calendar
<br />year 1997, as estimated by Board staff, totals 8,499 maf and is projected as follows: Arizona, 2,951 maf;
<br />California, 5,285 maf; Nevada, 0,263 maf. Estimated additional unmeasured return flow credits of
<br />0,250 mafwould reduce the total amount to 8,249 maf, For calendar year 1997, the Central Arizona
<br />Project (CAP) is projected to divert 1.480 maf and The Metropolitan Water District of Southern
<br />California (MWD) 1.247 maf.

<br />The preliminary September I st estimate of the 1997 end-of-year California agricultural
<br />conswnptive use of Colorado River water under the first three priorities of the 1931 California Seven
<br />Party Agreement is 3.979 maf. This estimate is based on the collective use through August 1997 by
<br />the Palo Verde Irrigation District, the Ywna Project Reservation Division, the Imperial Irrigation
<br />District, and the Coachella Valley Water District. Figure I, found at the end of this report, depicts the
<br />monthly forecasts of end-of-year agricultural use since the beginning of the year,

<br />Colorado River Operations
<br />
<br />Last month I reported that Reclamation had issued the Draft 1998 Annual Operating Plan for
<br />the Colorado River Reservoirs (1998 ADP) and it provided for a surplus declaration, The Secretarial
<br />letter to the seven Basin State governors, transmitting the 1998 ADP, is in Washington D,C. awaiting
<br />Secretary Bruce Babbitt's signature,
