The annual runoff

of the Purgatoire River at Highland Dam is generally greater than

.

the runoff at Trinidad.

Purgatoire River water administration
According to Colorado Division Irrigation Engineer, Division

No.2, Pueblo, Colorado, in the administration of Purgatoire River

water, ditches in the Trinidad area are very seldom required to

let water pass downstream to satisfy the Highland or Niliemile
Canal rights because of the great intervening distance where

excessive river loss occurs. Runoff conditions are generally

such that when there is. sufficient water to supply all early up-

stream rights there is sufficient water in the river from Trinidad

downstream to supply the requirements of all ditches, and demands

on junior upstream rights are not necessary.

.

37
