DRAFT

.

(2) The natural contribution estimated to be produced in the

absence of manls activities.

(3) The induced contribution resulting from the natural climatic

o

forces working in a disturbed environment.

According to reports by the U. S. Geological Survey and the

Comprehensive Frame"70rk Study,. Upper Colorado River Basin, total

yearly dissolved solids from natural springs in Colorado amount

~o 544,200 tons; from other natural sources in Colorado 2,522,300

tons per year; and from irrigation return flows in Colorado

2,265,090 tons per year.

0250

c. Land Use Problems

Today's land use patterns are not the result of a systematic, planned

.

allocation to uses for which the land is best adapted. Land is culti-

vated that should be grazed. Cities, highways and industries take over

good farm land, and some poor soils are farmed that should never be.

Colorado is one of the fastest growing states in the Nation. People

from all parts of the United States are coming here to live permanently

or to develop second homes for recreational purposes. This has caused

a land-boom of gigantic proportions allover the state. In this rapid

development, there has been little recognition of the geological and

engineering constraints of present and potential landslides, mudslides,

and avalanche areas; swelling and settling soil areas; steep slopes;

fractures, faults, and earthquake-prone areas, subsidence of land due

to withdrawal of water and minerals. Neither has there been adequate

recognition of the geological problems in septic-tank pollution, mine

... tailings, solid waste disposal in landfill and gravel-pit areas, and

sanitary water availability.

d.
