<br />0a331: 1 <br /> <br />I <br />J <br /> <br />THE MISSOURI BASIN STATES ASSOCIATION <br />BACKGROUND/ORGANIZA TION <br /> <br />" <br /> <br />On September 30, 1981, the Missouri River Basin Commission was terminated by <br /> <br />Presidential Executive Order. The Commission had been the principal agency for <br /> <br />coordinating water management activities in the Missouri River basin since its <br /> <br />creation in 1972. The Commission was formed at the request of the governors of the <br /> <br />ten Missouri River basin states under the provisions of the Water Resources Planning <br /> <br />Act of 1965 (P.L. 89-80), and included both state and federal members. <br /> <br />Prior to the Commission's demise, the then governors of the ten Missouri River <br /> <br />basin states agreed to continue regional cooperation in water resource management <br /> <br />activities and to complete two unfinished Commission studies. The Missouri Basin <br /> <br />States Association, a nonprofit organization, was therefore created to pursue four <br /> <br />major objectives: (1) completion of the Missouri River Basin Hydrology Study begun <br /> <br />by the Commission; (2) completion of the Middle and Lower Missouri River Flood <br /> <br />Plain Management Study begun by the Commission; (3) continuation of coordination <br /> <br />and information exchange between public and private water management interests in <br /> <br />the basin; and (4) development and implementation of processes for identifying, <br /> <br />analyzing, and making recommendations on interstate water resources problems and <br /> <br />issues in the basin. <br /> <br />The MBSA is governed by a 20-member Board of Directors -- two from each <br /> <br />basin state. The Board of Directors elects officers, creates standing and special <br /> <br />committees, develops Association work programs and budgets, and hires staff. Initial <br /> <br />, <br />financial support for the Association came from state and federal funds remaining <br /> <br />after termination of the Commission. Future financial support will come almost <br /> <br />entirely from the Missouri River basin states. The MBSA holds quarterly meetings at <br /> <br /> <br />various locations in the basin and all meetings are open to the public. <br /> <br />3 <br />
