In determining what permit conditions shall be <br />required, the Department of Health shall consider, <br />but not be limited to the following: <br /> <br />(1) The practicability of achieving no dis- <br />charge of salt. <br /> <br />(2) Where no-discharge is determined not to <br />be practicable: <br /> <br />(a) The impact of the total proposed <br />salt discharge of each alternative on <br />the lower mainstem in terms of both <br />tons per year and concentration arid <br />the economic impact of the increased <br />salt load. <br /> <br />(b) Costs per ton of salt removed <br />from the discharge for each plan a1- <br />terna tive. <br /> <br />(c) Capability of minimizing salinity <br />discharge. <br /> <br />(3) With regard to both points, cne and two <br />above, the compatibility ,of Colorado water laws <br />with either the complete elimination of a salt <br />d'ischarge or any plan for minimizing a salt <br />discharge. <br /> <br />THE CODE OF COLORADO REGULATIONS <br /> <br />Page 3 <br /> <br />5 CCR1002. 11 <br /> <br />
