Industrial Sources <br /> <br />The Salinity Standards state that "the objective for dis- <br />charges shall be a no-salt return policy whenever practi- <br />cable." This is the policy that shall be followed in is- <br />suing NPDES disch~rge permits for all new industrial sources, <br />and upon reissuance of permits for all existing industrial <br />sources, except as provided herein. The following addresses <br />those cases where no-discharg~ of salt may be deemed not to <br />be practicable. <br /> <br />A. New Construction. <br /> <br />1. New construction is defined as any facility from which <br />a discharge may occur, the construction of which is com- <br />menced after October 18, 1975. (Date of submittal of <br />water quality standards as required by 40 CFR 120, <br />December 11, 1974.) Appendix A provides guidance on <br />new construction determination. <br /> <br />a. The Department of Health may permit the dis- <br />charge of salt upon a satisfactory demonstration <br />by the permittee that it is not practicable to <br />prevent the dischar~e of all salt from proposed <br />new construction. ' <br /> <br />( <br /> <br />-'" <br /> <br />b. The demonstration by the applicant must in- <br />clude information on the fOllowing factors re- <br />lating to the potential discharge: <br /> <br />(1) Description of the proposed new con- <br />struction. <br /> <br />(2) Description of the quantity and salini- <br />ty of the water supply. <br /> <br />(3) Description of water rights, including <br />diversion and consumptive use quantities. <br /> <br />(4) Alternative plans that could reduce or <br />eliminate salt discharge.
