December 1978) <br /> <br />TO PACIFIC SOUTHWEST INTER-AGENCY COMMITTEE <br />FOR 78~3 MEETING <br /> <br />CONSTRUCTION PROGRAM <br /> <br />1. New Melones Dam. The New Melones Dam has reached its elevation <br />of 1,135 with 16 million cubic yards of embankment in place. <br />The topping out ceremony was held 28 October 1978. It will take <br />about two and half months to reshape the upstream face of the embank- <br />ment where the haul road traverses and add all the finishing touches. <br />The powerhouse and the switchyard work is continuing on schedule. <br />The overall main dam is 97 percent complete and the powerhouse <br />is 89 percent complete. At parrotts Ferry, the work is presently <br />65 percent complete. <br /> <br />The California State Water Resources Control Board's Decision <br />1422 of April 1973 established conditions which impacted on the <br />planned filling and operation of New Melones Lake by the Department <br />of the Interior. As a result, the Department of the Interior brought <br />suit against the State of California claiming that State limitations <br />on project operation were contrary to Congressional intent and <br />authority. The Eastern District, U. S. District Court ruled in <br />favor of the United States, however, the State subsequently petitioned <br />to the United States Supreme Court for a ruling. On 3 July 1978, <br />the Supreme Court reversed the lower court ruling and remanded the <br />case to the lower court for a determination whether any of the State's <br />conditions were inconsistent with Federal Law. Final ruling by the <br />courts and agreements to be reached by the Department of the Interior <br />and the State of California as to the filling and operation of project <br />will impact on the schedule of construction yet to be initiated, <br />specifically clearing of the reservoir and recreational development. <br /> <br />2. Walnut Creek Flood Control Project. The placement of the first <br />phase on Lower Pine Creek has been completed. Design of the second <br />phase, Lower Pine Creek (Willow Pass Road to Monument Blvd,), is <br />scheduled for completion the first part of March 1979. The construc- <br />tion contract for this phase will be awarded in May 1979. The draft <br />Recreation Master Plan for the Walnut Creek Project will be circulated <br />in December 1978. Work on the Design Memorandum on the remaining <br />reaches of Walnut Creek is scheduled to start in November 1978. <br /> <br />" <br /> <br />C-)8 <br />
