<br /> <br />Assistance was provided re base period and projected popula- <br />tion and base period livestock numbers for development of <br />water budgets for water use areas in the Arizona part of the <br />basin. <br /> <br />Draft working material and papers prepared by other staff <br />members have been reviewed and comments provided. <br /> <br />CALfFORNIA: Sacramento Valley Basin Study <br /> <br />progress: This study is not a traditional comprehensive <br />cooperative river basin study. Instead it is comprised of <br />three special studies for SCS, FS, and ESCS, respectively. <br />The ESCS study on water management analysis (Special <br />Study No. V) was primarily set up to provide drought <br />analysis. Abnormally heavy 1978 rainfall essentially <br />alleviated the drought conditions. The major effort during <br />the past six months has been to rescope the ESCS study into <br />a California Agricultural Resource Model (CARM). This <br />proposal, if approved, would be a cooperative USDA-California <br />state agency effort. To date, letters of support for the <br />pro proposal have been received from the Giannini Foundation, <br />University of California Water Resources Center, California <br />Department of Food and Agriculture (current ESCS special <br />study sponsor), and California Department of Water Resources. <br />The rescoping proposal has been forwarded through the FAC <br />to the WAC for approval. <br /> <br />COLORADO Rio Grande Cooperative River Basin Study <br /> <br />The main report was published and is currently being <br />distributed. The procedures and center pivot documents <br />are in the final review phase. <br /> <br />Arkansas Cooperative River Basin Study <br /> <br />The draft work plan on the Arkansas cooperative study was <br />reviewed by the Portland TSC and is currently under review <br />by the Washington Advisory Committee. <br /> <br />NEW MEXICO: Arkansas-White-Red Cooperative River Basin Study <br /> <br />Revisions suggested for the second draft of the AWR Study <br />Report mentioned in the previous PSIAC Report were completed; <br />and the new, possibly final, draft was submitted to the <br />cooperating State and Federal agencies, including the SCS <br />Technical Center in Portland, Oregon. <br /> <br />An economics technical paper describing the use of applied <br />economics for projections and analysis in the AWR Study was <br />completed and printed by NRE Division as an in-house <br />publication. <br /> <br />C-36 <br />
