<br /> <br />BLM people themselves, it came from the assistant regional solicitor, <br />was that the BLM is now going to start claiming reserved water rights <br />on the public domain as of 1926., Well, the National Water Policy <br />itself, and I remember some of the foundation documents and basic <br />material that went into that, just rejected the concept that there <br />were any reserved rights on the public domain or on acquired lands, <br />lands that were acquired 10-15 years ago from other people. <br /> <br />flo, what I am hopeful of is that the federal agency psople and the <br />Administration were sincere when'they gave us these assurances about <br />their cooperation with the state: and the recognition of state author- <br />ity and jurisdiction. And I have no reason to believe that they were <br />not. At the same time I think that we in the states -- the state and <br />local governments -- have the responsibility to be responsive when <br />they ask us for our help in the development of this National Water <br />Policy. I am hopeful that it is all cut and dried that the role of <br />the federal government is specifically defined and that the proper <br />role of the states and local entities, which is really to administer <br />and manage the resources within these respective state boundaries, <br />can be preserved. <br /> <br />With that, I would be glad to try to answer any questions or listen <br />to any rebuttal. <br /> <br />0-24 <br />
