The procedure is to send out i nven- <br />tory forms that are then filled in and returned on a voluntary basis. <br /> <br />Item 4 - Ray Turner suggested that the subcommittee might be interested <br />in exploring the subject of grazing policy in the West, particularly with <br />reference to overgrazing. There was some discussion relative to the grazing <br />fee controversy and the present political sensitivity of the issue of grazing <br />on private lands. No decision made. ' <br /> <br />Item 5 - This item (methodology for establishing instream flow in small <br />streams) was discussed only briefly during the meeting. Apparently the person <br />who had suggested it was not present. It was suggested that the subject might <br />also be of interest to the Environmental and Recreation Subcommittee. <br /> <br />Item 6 - Ray Turner discussed the development of a drainage map of <br />Arizona showing perennial streams and some important wetlands. The map is <br />distributed by the Arizona Game and Fish Department. It provides valuable <br />information, updated in 1978, on regulated and unregulated streams and also <br />shows original channels of present ephemeral, intermittent or waste water <br />streams where flows were perennial prior to diversion, impoundment, or decline <br />of ground water levels. Ray suggested that other states might be interested <br />in developing similar maps. There was a suggestion that this is an item <br />that might also be of interest to the Environmental-Recreation Subcommittee. <br />K1ubben will discuss with Vic Hill, Environmental-Recreation Subcommittee <br />Chai rman. <br /> <br />Items 7 and 8 - Because of their similarity, these items were discussed <br />together. Three agencies are presently making forecasts, the Bureau of Recla- <br />mation, Soil Conservation Service, and Weather Service. The Bureau is now <br />evaluating a plan to concentrate this activity in one agency or at least to <br />coordinate better. A model is being developed for forecasting purposes; in- <br />cluding the dam-break potential for flooding. There was some discussion about <br />conceptual versus empirical models for forecasting Colorado River flows. <br />There was a suggestion that this topic might be a good subject for a detailed <br />presentation at a future meeting. <br /> <br />Item 9 - Review and Evaluation of U.S. Bureau of Reclamation model for <br />Colorado River Basin. Don Barrett explained that the model is designed to <br />consider both quantity and quality of water. It is not fully operational yet. <br />The Upper Basin data is complete but Lower Basin data is not. They are having <br />problems with inaccurate projected salinity levels; generally they are too <br />high. Salinity is tied to sediments in such a way that while sediments are <br />in suspension and turbulent much more salt is picked up. In reservoirs where <br />water is quiet, the salt problem is much less severe. It was suggested that <br />the Colorado River model would be a good topic for a future meeting. <br /> <br />0-'9 <br /> <br />
