<br />e <br /> <br />e <br /> <br />e <br /> <br />n,jh~~8 ' <br /> <br />Functional Specification for the Planning Model <br /> <br />City of Gunnison <br /> <br />The water supply system of the City of Gunnison will be represented as a diversion from <br />the Gunnison River upstream of the town and a return flow at the confluence of the Gunnison <br />River and Tomichi Creek. Diversion capacity will be represented as the current steady-state <br />pumping capacity of the City's well field although this capacity will be subject to user <br />modification, Diversions will be made to satisfy to a user-supplied demand schedule. <br /> <br />Crested Butte Area <br /> <br />Three water supply systems in the Crested Butte area will each be represented in the <br />model: 1) the Town of Crested Butte, 2) the Crested Butte Water and Sanitation District, and <br />3) the ski area itself, Mount Crested Butte. The Town system will consist of direct flow <br />surface diversions from the Slate River with returns accruing to the Slate River, The District <br />and ski area systems will consist of direct flow surface diversions from the East River with <br />returns accruing to Slate Creek. <br /> <br />The direct flow rights of these entities will be explicitly represented in the model. None <br />of the entities has any existing storage supplies. <br /> <br />City of Grand Junction <br /> <br />The water supply system of the City of Grand Junction will be represented in the model <br />only to the extent of diversions from the Gunnison River via the Grand Junction Pipeline. <br />Diversions will be made to satisfy a user-supplied demand schedule reflecting the net city <br />demand remaining after full utilization of Kannah Creek supplies (only the depleted flows of <br />Kannah Creek will be represented in the model as inflow to the Gunnison River). Return <br />flows will accrue below the confluence with the Colorado River. <br /> <br />Irrigation Systems <br /> <br />Generally speaking, the irrigation water supply systems of the basin will be represented <br />in the model in aggregated form with several ditches represented as a single diversion. <br />However, certain irrigation diversions will be represented individually because of their size <br />and effect on local or basin-wide water rights administration. Major irrigation diversions <br />associated with storage projects have been described previously. The discussion below <br />addresses the two other major irrigation diversions that will be treated explicitly in the model. <br /> <br />Redlands Power Canal <br /> <br />The Redlands Power Canal will be represented as a diversion from the Gunnison River <br />above the confluence of the Colorado. Diversions will be made to satisfy to a user-supplied <br />demand schedule, Return flows will accrue to the Colorado River below the Gunnison and <br />will represent, via a user-supplied set of factors, the net return from both power and irrigation <br />uses. <br /> <br />Austin-Area Ditches <br /> <br />There are several senior water rights which divert from the Gunnison River in the area <br />of the town of Austin.
