<br />'k' <br /> <br />Functional Specification for the Planning Model <br /> <br />Smith Fork Project <br /> <br />The features of the Smith Fork Project that will be represented in the model include <br />Crawford Reservoir, the Smith Fork Feeder Canal, the Aspen Canal, and the Clipper Canal. <br />The entire storage capacity of Crawford Reservoir will be represented as will the hydraulic <br />cap~cities of the reservoir outlet and spillway and of the canals. <br /> <br />Crawford Reservoir will be assumed to make releases only for project deliveries. <br />Project deliveries will be made to meet unsatisfied project demands, . <br /> <br />e <br /> <br />Overland Reservoir (tentatively included) <br /> <br />. The entire storage capacity of Overland Reservoir would be represented in the model. <br />The reservoir will be assumed to make releases for deliveries to company users according to a <br />user-supplied schedule of demands. Additional minimum releases will be made to Cow Creek <br />for ,Forest Service instream flow mainten.ance, Otherwise Overland Reservoir will be operated <br />on a fill-and-spill basis. <br /> <br />Gould Reservoir (tentatively included) <br /> <br />The entire storage capacity of Gould Reservoir would be represented in the model. The <br />reservoir will be assumed to make releases for deliveries to company users according to a user- <br />supplied schedule of demands, Otherwise the reservoir will be operated oil a "fill-and-stop" <br />basis, since it is essentially an off-channel reservoir relative to its water source. <br /> <br />Municipal Systems <br /> <br />Four municipal water supply systems will be explicitly represented in the model. These <br />include the following: 1) the Project 7 Water Authority, 2) the City of Gunnison, 3) the Town <br />of Crested Butte and Crested Butte Mountain Resort (CBMR), and 4) the City of Grand <br />Junction, Not all systems will be represented at the same level of detail. <br /> <br />. <br /> <br />Project 7 Water Authority <br /> <br />The features of the Project 7 Water Authority that will be represented in the model <br />include the Cerro Reservoir and pipeline and the Fairview Reservoir and pipeline. The storage <br />capacities of both reservoirs and the hydraulic capacities of both pipelines will be explicitly <br />represented in the model. <br /> <br />The reservoirs will be assumed to fill whenever possible by raw water diversions, In the <br />cas'e of Cerro, this will be limited to the operating season of the Cimarron Canal. In the case <br />of Fairview this will be whenever the GUlll1ison Tunnel is operating.. Deliveries into Cerro <br />ReServoir will be further limited to the yield of the City of Montrose shares in the Cimarron <br />Canal. Deliveries into Fairview Reservoir from the South Canal will be limited by the terms <br />of the Exchange Agreement between the Tri-CountyWater Conservancy District, the <br />Uncompahgre Valley Water Users Association and the United States. <br /> <br />The modeled point of water delivery will be the water treatment plant east of Montrose; <br />th~se deliveries will be according to a user-supplied schedule of raw water demands. Return <br />flo~s will accrue to the Uncompahgre River at several locations reflecting the multiple use <br />points of treated water, including the City of Delta <br /> <br />e <br /> <br />12 <br />
