Objectives

The objectives of the study were:

~
~
~
~

1. To determine the costs of converting saline water by each of
the six processes using current costs and costing procedures
established by OSW.

2. To identify the important cost variables in each process and
to project the effects of future changes in the key process
parameters on the costs of producing potable water.

Method of Approach

The method of approach followed in this study consisted of the fol-
lowing steps:

1. The current economic and technical data available on each
process were surveyed. The economic information was adjusted
to comply with the ground rule costs established for this
study (see Table 3). COnstruction costs were escalated to
estimated 1970 costs by assuming sn ENR Index of 1400, and
equipment costs were based on a Marshall-Stevens Index
of 295.

2. Estimates of plant investment and operating cost were prepared
on each process for two conversion plants of widely divergent
capacities. The standard costing methods and format used in
the study were developed by the Parsons Company for OSW and
are reported in R&D Report No. OSW-264.a

3. The unit costs of the important process variables and the key
ground rule costs were varied to determine their possible
future effects on water costs. The results were then prepared
in graphical form.

2
