Application to AWR. Proper functioning of the worK group idea could
accomplish a large part of this step. Some cross-functionsl coordina-
tion under the state coordiriator will be required. A certain amount of
this has been done for the A'qR, but it seems to me that little of, it, '
has, been compiled and analyzed under' the work group concept. Work 1l$r
t~i~ step: can be initiated but certainly cannot be completed until,
Step V -is ,completed. Compliance with the work group principle tnrWg/l
Application to AWR. Good cross-functional coordination is necessary
Economics becomes a basic tool in this step. The principles set forth
on pages 33-38 of the "Green Book'lsbould be kept in mind and epplied

Application to AWR. This is a continuation of the project and program
formulation process. It consists of more intensified and detailed
tech~~cal and economic studies as well as further considerations of
intangible factors. Close cross-functional coordination is required.
The state coordinators and the Tulsa Group should be intimately connected
with and very active with the work groups during this step. Broad over-
all a~lyses as a check on detailed analyses are necessary during this
step, Review of work to assure uniformity of results is important.
Apolication to AWR. This is the final step in project and program
formulation. This will call for intensive work by the AV'RBIAC in the
matter of reviewing work done in steps VII and VIII. It is from this
