This step was accomplished substantially as visualized <br />by organization of work groups, preparation of work outlines, assignment <br />of tasks within work groups, adoption of schedule chart, etc. However, I <br />think there is some confusion as to how the work group idea should function <br />and just who 'is responsible for what.' I believe the suggestion made, ,by, <br />Mr. Fairlamb and adopted by the Committee is a, good one. I think thiS will <br />give us an opportunity to clarify the work group situation and' to establish <br />workable procedures for the groups to follow. I will be glad to assis~' <br />Mr. Fairlamb in any way possible in this effort. . <br /> <br />Step IV <br /> <br />"Appropriation of funds by Congress and the respective ststes to: 'carry out <br />the investigations and prepsrs the program." <br /> <br />Applicstion to AWR. This step is, of course, quite important' but ,largely <br />outside the responsibility of the Committee aa such. I think' the <br />Committee and the individual members have done everything possible to <br />present adequately the financial requirements of the study to Congress <br />and the various state legislatures. <br /> <br />Step V <br /> <br />"A.
