<br />~ <br /> <br />streamflows to reestablish fisheries of good quality where none before <br /> <br />existed, and to provide significant habitat for water-oriented species <br /> <br />such as waterfowl, shorebirds, certain furbears, and other mammals. The <br /> <br />project would also benefit the local economy and stabilize agriculture <br /> <br />without altering the basically rural character of the'area. <br /> <br />The development of irrigation.~nd municipal and industrial water for the Ute <br /> <br /> <br />Mountain Ute Indians would begin to fulfill a long sought goal of the <br /> <br />Ute Mountain Ute Tribal leaders for self determination. <br /> <br /> <br />There are no significant safety problems associated with the construction <br /> <br />of project facilities as planned. <br /> <br />Local leaders, Indian and non-Indian alike, have supported project con- <br /> <br />struction since its earliest investigation in the mid-1940's. The Dolores <br /> <br />Water Conservancy District and those to whom it will be providing service <br /> <br />have completed all the steps necessary to sign a repayment contract with <br /> <br />the Secretary of the Interior and commence project construction in the <br /> <br />immediate future. <br />
