Ths management unit will be open to ORV use except during the elk calv- Ing season when all roads will be closed. Access for maintenance of the existing communications sne will be permitted at all times. MsJor Utllhles. Public lands will bs open to developmsnt of major utll1ty facllnles but no sur- face-<llsturblng actlvnles will be permitted during ths elk calving season. AcquisItIon of Non-Federal Lands. If they are available, non-federal lands that would expand elk calving areas and Improve extensive recrea- tional opportunnles may be acqUired. Access. Public access will be acquired Into the Storm KIng and High Park areas for timber har- vest and extensive recreation purposes. Fire Management. A total of 3,292 acres of public land will be managed under ths fire sup- pression category and IdentRled as Intensive suppression areas. MANAGEMENT UNIT 11 1,990 Acrss of Public Surface; less than 1 per- cent of the Planning Area Management Unn 11 Is comprised of 1,990 acres of public land adjacent to the Gunnison Rlverwest of Delta. It adjoins the Escalante State WlldlRe Area which Is administered by ths Colorado DOW. The management unn present- Management DecIsions Iy receives consldsrable use by waterfowl as nesting and resting habnat. Addnlonal manage- mentand minor developments could enhance ns potential for Increased use as waterfowl habitat. The management unn will be managed as waterfowl habitat. Adequate cover, wetlands, and nesting structures will be provided. Distur- bance will be minimized during the breeding and nesting season (March 15 through June 30). Ac- tlvnles and land uses that are consistent wnh maintaining waterfowl habitat characteristics will bs permitted. The BLM will coordinate manage- ment of the area wnh the DOW. Oil and Gas. Federal 011 and gas &State (1,990 acres of federal surfacs and 150 acres of spln- estate lands) will be open to leasing wnh eeasonal stipulations on seismic and drilling ac- tlvnles In effect from March 15 through June 30 to protect waterfowl habnat, and from December 1 through April 30 on habnat used for hunting by bald eagles. Variances to the seasonal stipula- tions may bs granted (see Appendix A). Locatable Minerals. The BOR withdrawal and the BLM powsrsne classifications In this management unit will be recommended for revocation and opening to permn minerai ex- ploration and development, facilitate resource management, and permn long-term land use planning. Federal minerai estate will be opened to entry and location. MInerai Materlala. Federal minerai estate will be open to disposal of minerai materials except during the waterfowl nesting season. Acqulshlon of Non-Federal Lands. If they area avallabls, non-federal lands that are neces- sary to Increass waterfowl habitat and facllnate development and management of the area may be acquired.
