Stipulations <br />designed to maintain soli stabll1ty and prevent <br />soli slumping will be Incorporated Into plans for <br />all surface-<llsturblng land use actlvnles. <br /> <br />Foreatry. Skid trails and other roads will be <br />closed and rehabilitated; main haul roads will <br />remain available for pUblic use. <br /> <br />Off-Road VehIcles. Ths management unit will <br />be open to ORV use except during the elk calv- <br />Ing season when all roads will be closed. Access <br />for maintenance of the existing communications <br />sne will be permitted at all times. <br /> <br />MsJor Utllhles. Public lands will bs open to <br />developmsnt of major utll1ty facllnles but no sur- <br />face-<llsturblng actlvnles will be permitted during <br />ths elk calving season. <br /> <br />AcquisItIon of Non-Federal Lands. If they are <br />available, non-federal lands that would expand <br />elk calving areas and Improve extensive recrea- <br />tional opportunnles may be acqUired. <br /> <br />Access. Public access will be acquired Into the <br />Storm KIng and High Park areas for timber har- <br />vest and extensive recreation purposes. <br /> <br />Fire Management. A total of 3,292 acres of <br />public land will be managed under ths fire sup- <br />pression category and IdentRled as Intensive <br />suppression areas. <br /> <br />MANAGEMENT UNIT 11 <br /> <br />1,990 Acrss of Public Surface; less than 1 per- <br />cent of the Planning Area <br /> <br />Management Unn 11 Is comprised of 1,990 <br />acres of public land adjacent to the Gunnison <br />Rlverwest of Delta. It adjoins the Escalante State <br />WlldlRe Area which Is administered by ths <br />Colorado DOW. The management unn present- <br /> <br />Management DecIsions <br /> <br />Iy receives consldsrable use by waterfowl as <br />nesting and resting habnat. Addnlonal manage- <br />mentand minor developments could enhance ns <br />potential for Increased use as waterfowl habitat. <br /> <br />The management unn will be managed as <br />waterfowl habitat. Adequate cover, wetlands, <br />and nesting structures will be provided. Distur- <br />bance will be minimized during the breeding and <br />nesting season (March 15 through June 30). Ac- <br />tlvnles and land uses that are consistent wnh <br />maintaining waterfowl habitat characteristics will <br />bs permitted. The BLM will coordinate manage- <br />ment of the area wnh the DOW. <br /> <br />Oil and Gas. Federal 011 and gas &State (1,990 <br />acres of federal surfacs and 150 acres of spln- <br />estate lands) will be open to leasing wnh <br />eeasonal stipulations on seismic and drilling ac- <br />tlvnles In effect from March 15 through June 30 <br />to protect waterfowl habnat, and from December <br />1 through April 30 on habnat used for hunting by <br />bald eagles. Variances to the seasonal stipula- <br />tions may bs granted (see Appendix A). <br /> <br />Locatable Minerals. The BOR withdrawal and <br />the BLM powsrsne classifications In this <br />management unit will be recommended for <br />revocation and opening to permn minerai ex- <br />ploration and development, facilitate resource <br />management, and permn long-term land use <br />planning. Federal minerai estate will be opened <br />to entry and location. <br /> <br />MInerai Materlala. Federal minerai estate will <br />be open to disposal of minerai materials except <br />during the waterfowl nesting season. <br /> <br />Acqulshlon of Non-Federal Lands. If they <br />area avallabls, non-federal lands that are neces- <br />sary to Increass waterfowl habitat and facllnate <br />development and management of the area may <br />be acquired. <br /> <br />Fire Management. The entire management <br />unn (1,990 acres) will bs managed under the fire <br />suppression category and IdentRled as a condi- <br />tional suppression area. <br /> <br />24 <br />
