A 17,232-acre portion 01 this <br />fedsral coal estate undsrlles federal surface es- <br />tate. <br /> <br />The management unR will be managed for both <br />sxlstlng and potential coal development. <br />Dsvelopmsnt of sxlstlng coal leases will con- <br />tinue, and unleased fedsral coal will bsldentHled <br />as acceptable for further coal leasing considera- <br />tion wRh a minimum of multiple-use rsstrlctlons. <br />ActlvRles and land uses that are consistent wRh <br />maintaining existing coal operations and the <br />potential for coal development will be permitted. <br /> <br />011 and Gaa. Federal 011 and gas estate will be <br />open to leasing. A seasonal stipulation on seis- <br />mic and drilling actlvRles will be In effect from <br />December 1 through April 30 on 1,730 acres <br />(federal surface) of crucial deer and elk winter <br />rangs, and on 1,637 acres offederal surface and <br />630 acres of splR-estate lands used as hunting <br />haMat by bald eagles. Variances In these <br /> <br />Chapter Two <br /> <br />seasonal stipulations may be granted (see Ap- <br />pendix A). <br /> <br />Riparian/Aquatic Systems. Riparian/aquatic <br />zones up to one-quartsr mile wide will be <br />protected. ActlvRles that disturb these areas <br />could be approved on a sRe-specHlc basis after <br />consultation wRh affected entRies and develop- <br />ment of mRlgatlng measures. <br /> <br />Wildlife Habitat. WlldlHe will have priority for <br />forage allocations on crucial deer and elk winter <br />range (1,730 acres). <br /> <br />Forestry. All commercial forest lands and <br />pinyon-Juniper woodlands that are sultabls for <br />harvest will be managed for sustained yield <br />production wRhln allowable cut restrictions <br />determined by the TPCC Inventory. <br /> <br />Off-Road Vehicles. Vehicle use In the riparian <br />zones associated wRh Bear and Roatcap creeks <br />will be IImRed to designated roads and trails <br />yearlong. Vehicle use In crucial deer and elk <br />winter range (1,730 acres) will be limited to <br />designated roads and trails from December 1 <br />through April 30 H necessary to red uce stress on <br />wintering deer and elk. <br /> <br />Major Utilities. Corridors one-quarter mile <br />wide and located on each slds of Colorado <br />Highway 133 will be open to development of <br />major utility facllRles. Ths remainder of the area <br />would be closed to major utility facilities except <br />for those needed for coal development. This <br />managsment would greatly reduce the long- <br />term conflicts between new utility facllRles and <br />the potential surface effects of coal mine sub- <br />sidence. <br /> <br />AcquIsition of Non-Federal Lands. If they are <br />available, non-federal lands that are necessary <br />for effective management of riparian zones along <br />wRh crucial deer and elk winter range may be ac- <br />quired. <br /> <br />Fire Management. A total of 14,910 acres of <br />public land will be managed under the fire sup- <br /> <br />21 <br />
