The Forest Service has developed an overall <br />plan for the recreation facilities at Turquoise Lake and is constructing <br />them by phases as money is appropriated by Congress. They have constructed <br />two boat ramps, interior access road to the recreation areas, one <br />campground, and a central sanitary system which will accommodate the <br />anticipated public use. Previously, the Forest Service had to restrict <br />use of the lake for camping because of inadequate sewage disposal <br />systems. <br /> <br />5. Issue: This entire Twin Lakes and Turquoise Lake sanitation <br />problem can be solved by adequate funding, changing of priorities, and <br />recognizing that a problem presently exists and shall increase with <br />each passing year. A recent agreement between the Bureau, the Forest Service, and <br />the Board of County Commissioners, Lake County, Colorado, executed <br />between the agencies, provides for a comprehensive study of needed <br />water supply, sewage and aolid waste disposal systems and the develop- <br />ment of alternative systems to solve the pollution problems caused by <br />visitors and by Twin Lakes Village. The Forest Service is conducting <br />the study financed on an equal basis by the tbree parties to the <br />agreement. <br /> <br />The Forest Service, by agreement with the Bureau, will plan, construct, <br />and administer the recreation areas around Turquoise Lake, Twin Lakes, <br />and Clear Creek Reservoir, including the appurtenant sanitation <br />facilities. This agency has built a central aanitation system at <br />Turquoise Lake to serve the public and will add others as the need <br />increases and money becomes available. <br /> <br />Fund limitations have restricted acquisition of the lands. Parcels <br />are being purchased by stages to accommodate construction of Project <br /> <br />. <br /> <br />XI-486 <br />
