The Fish <br />and Wildlife Service furnished recommendations for minimum bypaas <br />flows for the Hunter Creek diversion system. These minimum flows are <br />as follows: Hunter Creek 8.5 ft3/s, Midway Creek 2.5 ft3/s, and <br />No Name Creek 3.0 ft3/s. At present, Pitkin County has filed for the <br />water rights for fish flowa below the Hunter Creek diversion points. <br />Eventually the minimum flows may be incorporated in the Operating <br />Principles through the procedures listed under paragraph 19 of the <br />Operating Principles. <br /> <br />. <br /> <br />V 2. Issue: What are the criteria for allowing flows in some streama <br />at the expense of drying up other streams by diverting the flows?
