Proposed Action

There will be no change in the reasonably foreseeable operation or management of the

facilities proposed for title transfer under either alternative. Regular maintenance and

repair activities would continue as at present. The responsibility for routine maintenance

and operation of the facilities was transferred from Reclamation to the District in 1957.

Therefore, these routine activities are not considered federal actions subject to

consultation with FWS under Section 7 ofESA.

Iftitle for the facilities is transferred to the District, activities subject to federal
authorizations (e.g., Section 404 permitting) would still potentially require a Section 7
