.

.

would be borne by the federal government. Also, on December 17'h, fifteen Congressmen wrote a
letter to President Clinton requesting that funds be included in the President's budget for FY 2000
to cover the Department of Energy's costs in removing the mine tailings. I have included a copy of
HR 393 and the congressional letter in the Board folder.

At the Board's December meeting there was a discussion related to the mill tailings that have
been deposited along the River from operations of the Atlas Mineral Corporation, which processed
uranium there during the Cold War. The Board requested that a letter be forwarded to the
appropriate federal agency and that a representative from the federal government meet with the
Board and discuss the action it is proposing to take to remedy the leaching of toxic material into the
River. For your information I have included in the Board folder a copy of the letters that have been
sent to the Nuclear Regulatory Cornmission, as well as the Environmental Protection Agency (EP A).
Also included in the Board folder is a copy of the letter that Mr. Jack Barnett, Executive Director
of the Colorado River Basin Salinity Control Forum, has drafted for transmittal to the EPA.

California Regional Water Dualitv
Control Board's Public Notice

Last November, the California Regional Water Quality Control Board-Colorado River Basin
Region (CRWQCB) issued a public notice that it planned to begin the review process in January
1999 for its Water Quality Control Plan for the Colorado River Basin and established a January 27'"
workshop to solicit public input on its plan. Included in the Board folder is a public notice from the
CR WQCB announcing that the meeting date and location have been changed. The meeting has been
rescheduled for March II'" in the City Council Chambers, City of Indian Wells, California.

~~?'~~~"A'

.
