It is expected that RPA 14 <br />can serve as the basis for alternatives or elements of the MSCP being developed by Ogden. <br /> <br />Glen Canvon Adaotive Management <br /> <br />At the Board Meeting in January, Mr. Worthley reported that the Technical Workgroup was <br />not clear regarding the scope and direction of the Glen Canyon Adaptive Management program. The <br />basic question was whether or not the Grand Canyon Protection Act, the Envirorunentallmpact <br />Statement and the Record of Decision provided for considering programs beyond the effects of Glen <br />Canyon Dam operations on the downstream resources of Glen and Grand Canyons. Many of the <br />Federal and State members, including hydroelectric power entities, of the Adaptive Management <br />Workgroup have concerns about "Mission Creep" or expansion of the authorized program beyond <br />its original intent Included in the Board folder is a memorandum, dated January 27, 1999, to Steve <br />Magnussen from the Field Solicitors office. The Memorandum (page 3) is quite clear that the focus <br />of the program should be on the effects of downstream resources resulting from the operation of <br />Glen Canyon Dam. The western boundary of Grand Canyon National Park is recognized as the <br />downstream boundary of the Glen Canyon Adaptive Management program. <br /> <br />WATER QUALITY <br /> <br />Wellton-Mohawk Irrigation District <br /> <br />On February 2nd, the Water and Power Subcommittee of the House Resources Committee <br />held a hearing to consider title transfer legislation related to the Wellton-Mohawk Irrigation District <br />facilities, It is my understanding that the essence of the hearing dealt with the question, "Does <br />Reclamation need to complete an EIS on the title transfer?" Reclamation has indicated that it is of <br />the opinion that one is required. <br /> <br />On February 3M, Senators Kyl and McCain introduced S.356, the "Wellton-Mohawk Transfer <br />Act" It provides: I) Transfer of title in accordance with the DOl - district agreement of July 10, <br />1998; 2) Existing water and power contracts remain in effect; and 3) Obligations under the Colorado <br />River Salinity Control Act are unaffected, No further action has been taken. <br /> <br />Last August, I wrote a letter to Senator Kyl and Representative Doolittle requesting that they <br />hold ajoint oversight hearing on this issue. I have heard that this hearing may occur in mid-March. <br /> <br />Atlas Corooration Mine Tailings <br /> <br />There now appears to be some interest on the hill concerning the mine tailings from the Atlas <br />mine tailings near Moab, Utah. Congressman George Miller, with co-sponsorship by Congressmen <br />Filner, Pelosi, McInnis and Gutierrez have introduced HR 393 which has been referred to the Energy <br />& Power Subcommittee of the House Commerce Committee. Essentially, the bill would provide that <br />the Department of Energy be given the responsibility to move the mine tailings. All of the costs <br /> <br />7 <br />
