Scrugham <br />Stephen B, Davis, tJr. <br />R. l' Caldwell <br />", <br />. <br />Frank C, Emerson <br /> <br />for the State of Arizona <br />for the State of California <br />for the State of Colorado <br />for the State of Nevada <br />for the Sto.te of NeVI Mexico <br />for the State of Utah <br />for the State of Wyoming <br /> <br />. <br /> <br />who, aiftor nogotiations participatod in by Herbert Hoover appointed b;i Tho <br /> <br />President as the reprosentative of the United States of America, have agreed <br /> <br />upon the following articles. <br /> <br />ARTICLE T <br /> <br />The major purposes of this compact are to provide for the equitable <br /> <br /> <br />division and apportionment of'tho use of the waters of the Colorado River <br /> <br />System;' to establish the relative importanco of different beneficial uses of <br /> <br />water; to assure intorstate comity; to rem07e causes ofp~esent and future <br /> <br />controversies; to promote the expeditious agricultural and industrial dove lop- <br /> <br />ment of the Colorado River Basin and tho storage of its waters and to <br /> <br />.. <br /> <br />protect life and property from floods.
