<br />In general, streamflow records of satisfactory accuracy were <br />obtained at the Compact stations, Emphasis was again placed on <br />obtaining more field data, particularly in the fOnD of discharge <br />measurements at various stages of flow, Several more measurements <br />were made at each site than are required under agreement with the <br />Compact. Measurements made by personnel of the Colorado State <br />Engineer were incorporated into the records, <br />There were no critical problems at the stations during the year, with <br />the exception of the continuing W1Stable channels and controls, <br /> <br />10, Findings of Fact by the Administration, <br />There were no findings of fact made by the Administration during <br />Compact Year 1986, <br /> <br />11. Investigations <br />The investigations begun under the March 28, 1985, resolution <br />authorizing an investigation pursuant to Article vm H of the compact of <br />aUegations of violations of provisions of the Compact in both Colorado <br />and Kansas continued pursuant to the resolution adopted October 8, 1985, <br />Pursuant to that resolution, the Investigation Committee met on <br />November 19, 1985, in Denver, Colorado, and on December 10, 1985, in <br />Pueblo, Colorado prior to the annual meeting, <br />The investigation committee met in Denver on November 19, 1985, to <br />discuss the propa;ed scope of work for the continuation of the <br />investigation, At the annual meeting of the Administration on December <br />10, 1985, in Pueblo, Colorado the Chairman read a prepared statement <br />concerning the purpose of the Administration and the <br />investigative/arbitration process, FoUowing a report by the investigation <br />committee Kansas and Colorado representatives each propa;ed a <br />resolution concerning the continuance of the Article VIII H investigation, <br />Both motions failed, <br />On December 16, 1985, Kansas filed a Motion for Leave to File <br />Complaint against Colorado with the United States Supreme Court.
