CHAPTER I

INTRODUCTION

"

power generation and the water supply originating from the ~rand
Mesa and does not address specific unrelated issues regarding Vega
Reservoir. Power production enhancement and cost cutting potential
resulting from a number of possible system improvements have not
been fully examined and are beyond the scope of this report.

For purposes of this report, specific existing information has been
reviewed to identify and evaluate alternatives which would reduce
operational costs and enhance Collbran Project benefits, outputs
and revenues. Three alternatives are presented as a basis for the
selection of a course for future actions. Identification of
potential new Collbran Project beneficiaries and additional sources
of revenue is included.

This report has been developed using funds from the Investigation
of Existing Projects (IEP) program, from appropriated O&M, and from
study funding from the Recovery Implementation Program (RIP) for
the endangered fishes in the Colorado River. The IEP program is an
ongoing Reclamation program, which seeks to explore viable
improvements of existing Reclamation projects. Two primary types
of improvements are normally examined: (1) remedial action to
modify, replace or repair features on older projects, thereby
conserving water for expanded use, and (2) possible operational
-------- adjustments of existing projects to increase benefits-ancfpurposes-:-
RIP funding has been available to examine changes in Collbran
Project operation~ which may be of benefit to the endangered fish
species in the l5;'Mile Reach of the Colorado River near Grand
Junction.

3

\
