<br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />documenting plans for addressing the problems, needs and <br />opportunities for the Collbran Project would be needed. This <br />report is the result. <br /> <br />Purpose and Scope of this Report <br /> <br />The primary purpose of this report is to present alternatives .and <br />provide background for selection of a plan addressing the problems, <br />needs and opportunities for the Collbran Project. Specifically, <br />the report 1) documents the history of past actions and <br />improvements to the Grand Mesa reservoirs; 2) contains <br />alternatives for addressing the rehabilitation of the Grand Mesa <br />reservoirs inclUding discussions of economic justification and NEPA <br />requirements; and 3) discusses how peaking operations, minimizing <br />operation, maintenance & replacement (OM&R) expenses, and revenue <br />enhancements can return the Collbran Project to more favorable <br />financial status (i.e. lower the mill rate paid by Western Area <br />Power Administration (Western) to a value more in line with <br />alternate sources). Some other related and important aspects of <br />the Collbran Project which may enhance benefits and revenues are <br />also described and evaluated. This report is for use by <br />Reclamation decision-makers, Western and their power customers to <br />-~-~--~---- <br />---------~---~-~--- <br />-----~---evaluaee-1Cut;ure act~ons. <br /> <br />The scope of this report is generally limited to the issue of the <br />high mill rate for power generated by the Collbran proj ect and <br />factors that influence the rate which can be altered by decisions <br />within the authority of the Grand Junction Projects Office (GJPO). <br />OM&R expenditures by the Curecanti Field Division and Western <br />related to power generation at the Collbran Project are not <br />addressed.
