Report on Water Resource Council Activities - Joel Frisch, <br />Water Resource Counc~l Staff <br /> <br />Mr. Joel Frisch reported on Council activities and related matters. <br /> <br />lie reported that the transition team is active and that the latest <br />information is the National Governor's Association proposed legis- <br />lation for amending the Water Resource Planning Act has the most <br /> <br />support at this time. He also reported on Level B Studies, Section <br /> <br /> <br />104 review the consistency policy and the new principles and <br /> <br />standards. The Committee discussed the possibility of changes <br />in Council policy under the new administration. <br /> <br />5. Hoover Dam Flood Control Criteria - Joe Evelyn, Corps of <br />Engineers, Los Angeles District' <br /> <br />Mr.. Joe Evelyn presented the results of the Corps of Engineers <br /> <br />review of the Hoover Dam Flood Control criteria. . Three changes <br /> <br />in conditions; needle valves and paradox gate removal at Hoover <br /> <br />Dam, Lake Powell filling and encroachment in the flood plain below <br /> <br />Hoover during the last 20 years prompted the review. <br /> <br />The Corps and WPRS have developed a "field working agreement" to <br /> <br />implement new procedures until a new reservoir regulation manual <br /> <br />is completed. The new manual is scheduled for completion in <br /> <br />September 1981. <br /> <br />A copy of Mr. Evelyn's notes is attached. <br /> <br />6. Water and Power Resources Service and Department of Energy <br />Solar Hydro-Study - Joe Kitchen, Water and Power Resources <br />S.erv~ces <br /> <br />Mr. Kitchen's discussed the ongoing study and explained how solar <br /> <br />power systems are designed and how they might be integrated into <br /> <br />the hydro-power system. The study will be followed by an actual <br /> <br />B-2 <br />
