<br />Report On <br />Regional Planning <br />Pacific Southwest Interagency Committee <br />December 10, 1980 <br /> <br />fu!..ckground <br /> <br />The Pacific Southwest Interagency Committee at a special meeting <br /> <br />February 7, 1980, discussed the issue of formal regional planning, The <br /> <br />discussion was prompted by overtures from the Water Resources Council to <br /> <br />entities in non-Title II River Basin areas to enter into contracts with <br /> <br />WRC for development of a regional water planning process with the intent of <br /> <br />formulating regional water plans. <br /> <br />The PSIAC declined to enter into such an agreement at that time, but <br /> <br />took actions to. initiate preparation of a report which l~ould document existing <br /> <br />interstate and interagency organizations which were already addressing regional <br /> <br />problems. It was felt that in addition, the report should contain some <br /> <br />discussion of regional goals and objectives and regional issues. <br /> <br />Regional Goals and Objectives <br />In a recent publication of the Water'"!l.esources .Council, it was stated <br /> <br />that basinwide compre~ensive water and related land resource management plans <br /> <br />should be developed "...within a !ramework of national goals and regionally <br />agreed-upon goals and objectives", Such plans were declared to have an <br /> <br />objective of "...assisting a region in meeting its water and related land <br /> <br />resourc~s needs... II <br /> <br />PSIAC concurs that regional and national water-related goals, objectives, <br /> <br />and/or needs must be identified if meaningful regional planning is to. result. <br /> <br />At various times in recent years, there have been attempts to examine <br /> <br />and define water-related objectives and problems so that they might be <br /> <br />adequiltuly addressed, The first national assessment of the I,ater Resources <br /> <br />Council, an overviuw of the nation's water resources by region, I_as completed <br /> <br />in 1968, The Comprehensive Framework, or Type I, studies I_ere completed in <br /> <br />C-2 <br />
