<br />B I FEO J 0 AM II 21 <br /> <br />STATE EU,,':NEER <br />SANTA r::" N.M. <br /> <br />Minutes 80-3 Meeting <br /> <br /> <br />Environmental and Recreation Technical Subcommittee <br /> <br />Las Vegas, Nevada, December 9, 1980 <br /> <br />The meeting was called to order with discussion of the following agenda <br />items: <br /> <br />Background <br /> <br />Pursuant to the President's Water Policy Reform Message of June 6, 1978, <br />the PIS of 1973 were to be revised. The Water Resources Council undertook <br />a three-phased program to meet this d1rective. In Phase I, which was <br />initiated in August 1978, the Procedures for ~valuation of National <br />Economic Development (NED) Benefits and Costs associated with (Level C) <br />were completed on December 14, 1979. Phase II has been undertaken to <br />revise the Principles and Standards of 1973 for clarity and conciseness <br />and integration of the requirements of NEPA and the CEQ NEPAregulations. <br />Also some work was initiated on Other Social Effects (OSE). <br /> <br />Phase III, now underway, focuses on Procedures for Level C Water Resources <br />Planning, Regional Economic Development Evaluation Procedures for Level C <br />studies and Other Social Effects Evaluation Procedures for Level C studies. <br /> <br />These three phases include many new interpretations, requirements, and <br />procedures not previou~ly done uniformly by the various agencies for <br />various project purposes. <br /> <br />The most significant Changes involve Recreation under three conditions: <br /> <br />a. Recreation 1l a project purpose, <br /> <br />b. Recreation is not a project purpose, or <br /> <br />c.
