<br />A nllmmum release from Boysen of 250 c. f. s. for maintenance of the fishery and
<br />300 c. f. s. for water quality control during operation of the sugar plant at Worland
<br />is desirable and smaller releases will not normally be scheduled.
<br />
<br />However, during short periods when the power facilities in the area may become
<br />isolated from other systems, releases as low as 100 c. f. s. may be made if re-
<br />quired to meet the area power requirements. Minimum releases of 15 c. f. s. at
<br />Buffalo Bill Dam during the ice-free season and 50 c. f. s. with a complete ice
<br />cover will generally satisfy the fishery needs between Shoshone and Heart Moun-
<br />tain Powerplants. Without ad\'el'sely affecting the rights of irrigation, it is
<br />considered desirable to maintain a flow of 200 c. f. s. below Heart Mountain
<br />Powel'plant as a minimum for water quality control and fishery requirements.

<br />Operating Criteria for Green Mountain Reservoir

<br />The stipulation of October 5, 1955, filed with the United States District Court
<br />for the District of Colorado in Civil Action No. 2782, calls for the development
<br />and submission of operating plans for Green Mountain Reservoir to the Secretary
<br />of the Interiol' for his adoption. For this reason, the general operating criteria
<br />for Green Mountain Reservoir are included as a part of this report.
<br />
<br />The above mentioned stipulation and the decree entered in the Federal District
<br />Court, April 16, 1964, Consolidated Cases Nos~ 2782, 5016, and 5017 all have
<br />provisions that relate to the Green Mountain Reservoir operation. Such operation
<br />will be consistent therewith.
<br />
<br />The criteria are listed below:
<br />
<br />1. Winter Operation (October 16 - April 14)
<br />(a) Bypass inflow to supply downstream vested rights.
<br />(b) Replacement of water withheld by project as required.
<br />(c) Maximum generation with storage reduced to that minimum power
<br />head which is consistent with integrated system power operations.
<br />
<br />2. Operation during snowmelt period (April - July)
<br />(a) Bypass inflow as required to supply downstream vested rights.
<br />(b) Replacement of water withheid by project as required.
<br />(c) Fill without spilling.
