Can we earmark sources of revenue for water resources invest- <br />ments? <br /> <br />11. Can we establish understandable goals capable of accomplishment <br />in a reasonable period of time? <br /> <br />12. Do the States have the expertise, the commitments of money and <br />the organizational capability to assume a strong national effort in <br />water and related land resources planning? <br /> <br />13. Is it the responsibility of the States themselves to become strong? <br /> <br />Conclusions and Recommendations <br /> <br />1. <br /> <br />The States Must Strengthen Themselves <br /> <br />~ <br />CO. <br />CO <br /> <br />The Water Resources Planning Act is generally a good Act. It <br />provides opportunities. It can assist the States. But in order <br />for the States to gain the greatest beneIits under the concepts of <br />the Act, the States must strengthen themselves. This needs a <br />vigorous and concerted effort. It means stronger staffs, better laws, <br />more money from the States to build strong and competent agencies. <br />It means a new recognition by State executives and legislative bodies, <br />and often reorganization to build these strong State water agencies <br />who can exercise a positive leadership role and develop strong <br />programs and involve other levels of local government and the <br />private sector. <br /> <br />It is strongly urged that States move toward seeking sustained long- <br />range funding arrangements at State levels for commitment to the <br />broad spectrum of State investment in water resources planning, <br />development and management including special revenues for this <br />purpose.
