<br />Exhibit B <br /> <br />I <br /> <br />Introduction <br /> <br />This report is a summary of the seminar entitled "Water and Related Land <br />Resources Management--The Challenge Ahead" which was sponsored ~y the <br />Interstate Conference on Water Problems and the Water Resources Council. As <br />stated in the seminar announcements on the previous page, the meeting's purpose <br />was to provide a five-year review of the Water Resources Planning Act. <br /> <br />" <br /> <br />Norman F. Billings, Chairman of the Interstate ConIerence on Water Problems, <br />opened the seminar on February 2 by introducing Charles Bolton, the Superintend- <br />ent of the Cincinnati Water Works, who welcomed the attendees to Cincinnati. <br />James R. Smith, Assistant Secretary of the Department of the Interior, presided <br />over the keynote session. During this session Irving K. Fox of the University of <br />Wisconsin presented a paper entitled "The Water Resources Planning Act: An <br />Historical Perspective", and Sydney Howe of the Conservation Foundation pre- <br />sented a paper entitled "Water Resources Planning and the New Environmental <br />Demands" -- both of these papers are reproduced in the Appendix. W. Don <br />Maughan, Director of the Water Resources Council, closed the keynote session <br />with a call for specific recommendations for action, even if this required the <br />inclusion of both majority and minority views in the panel summaries. After the <br />keynote session, seminar participants attended panel sessions in which brief <br />presentations were made by panelists to establish the framework for discussion. <br /> <br />Panel discussions were continued on February 3. At the luncheon Hubert C. <br />Lambert, First Vice-Chairman of the Interstate Conference on Water P roblen1s. <br />presided and William B. Nye, Director of the Ohio Department of Natural <br />Resources,addressed seminar attendees. In the afternoon a general session to <br />exchange views among the panels was presided over by Major General F. p. <br />Koisch, Director of Civil Works of the Army Corps of Engineers. In the evening <br />Fred E. Morr, Chairman of the newly created Ohio River Basin Commission, <br />presided and George D. Gettinger, Executive Director of the Wabash Valley <br />Interstate Commission, made the address. <br /> <br />On the final day, February 4, Daniel A. DreyIus presided at the general session <br />in which the final panel recommendations were presented by the panel moderators. <br />F. W. Montanari was the moderator for Panel A entitled "To Coordinate Federal <br />Programs"; CliHord H. McConnell was the moderator for Panel B entitled "To <br />Provide Workable Field Institutions"; and S. L, (Jack) Frost was the moderator <br />for Panel C entitled "To Strengthen the States". Summaries of the panel discus- <br />sions were written by these gentlemen and are reproduced in the colored sections <br />of this report. The lead-off papers of the panelists follow these summaries for <br />each panel. <br /> <br />~690 <br />
