<br />Exhibit A <br /> <br />WATER RESOURCES COUNCIL <br />and the <br />INTERSTATE CONFERENCE ON WATER PROBLEMS <br /> <br />MEMORANDUM OF AGREEMENT <br /> <br />Objective - To provide for increased participation by the <br />States in the development of policies and procedures for <br />the conservation, development and utilization of water and <br />related land resources of the United States, this MemoranduM <br />of Agreement is entered into between the Interstate Conference <br />on Water Problems and the Water Resources Council. <br /> <br />Water Resources Council - The Water Resources Planning Act <br />(P.L. 89-80), in establishing the Water Resources Council <br />(WRC), declares a policy of close cooperation between the <br />Council and States in planning for use of the Nation's water <br />and related land resources. The Council's Rules and Regula- <br />tions, See, 70l.62, provide for the establishment of standing <br />advisory committees which shall consider specific problems <br />referred to them by the Councilor by the Director and may <br />consider other items as they deem appropriate. <br /> <br />The WRC desires a standing State advisory committee to provide <br />the Council with the views and opinions of State interests on <br />matters of concern to the Council and the States. <br /> <br />Interstate Conference on Water Problems - The Interstate <br />Conference on Water Problems (ICWP), a unit of the Council of <br />State Governments, is composed of State officials serving in <br />an official capacity as a result of election, by statute or <br />by designation by their respective States for the purpose of <br />facilitating cooperation, consultation and exchange of informa- <br />tion among State officials and agencies as to the conservation, <br />use, development, management and administration of water and <br />related land resources. The Executive Committee of the ICWP <br />is selected by the entire membership, and is representative <br />of all interests of the ICWP, The ICWP desires that its <br />Executive Committee be a Standing State Advisory Committee <br />to the WRC as provided for by the Council's Rules and <br />Regulations. <br /> <br />Agreement - The WRC and ICWP agree to the designation and <br />establishment of the Executive Committee of the ICWP as a <br />Standing state Advisory Committee (SSAC) to the WRC.
