<br />reservations;
<br />(2) conetitute authority for the we, tllchange, lease, UIe, or
<br />other disDOSal of any water held jlursuant to a Colorado State
<br />Willer rigAl, or of any ColorAdo State water richt, outaide the
<br />Stete of Colorado: or
<br />(3) be deemed a collg1'elllional determination that any holders
