I am cancerned principally with the interests <br />af aur natianals and af aur people, and I assume that Mexico. <br />knaws, and her representatives knew, what she was daing when <br />she signed this treaty. In my judgment, and based upon the <br />engineering informatian which has been given me, I believe that <br />there is a seriaus question as to that extreme salinity af the <br />water, and I also believe that Mexico. thaught and signed this <br />treaty as a fair treaty far bath natians, and af caurse we can- <br />not laok after the Mexican interests. We are laaking after <br />aur own interests; and if Mexico was willing to accept it, it <br />seems to me that we should not raise thase questians. <br />"On the other hand, I believe that this is a fair treaty far <br />Mexico., and it is fair for the United States; that we are not sub- <br />scribing to. a dacument that is unfair to anather natian." <br /> <br />11. Graver Giles testified far the treaty, and so far as the quality <br /> <br />questian was cancerned stated that: <br /> <br />"I do not need a plain stipulation in the treaty for that. <br />The language of the treaty, Senatar, is so clear to me that I <br />do not think it admits af any argument as to what kind af <br />water is gaing to Mexico.. The quality af water is nat men- <br />tianed in the treaty. Of the waters af the Calarado River <br />there are allatted to. I think they have some brilliant people in Mexico.. <br />I am told sa, at least. But I wauld think it would be a sad com- <br />mentary upon the intelligence af their peaple and a severe in- <br />dictment af them to. say that they did not fully consider this <br />question of the usability af the water. They have signed the <br />treaty. It is here before this august body for ratificatian. I <br />must assume, Senator, as far as I am cancerned--and I tald <br />yau I was not a water expert--that they fully understood what <br />they were getting in this treaty, and if they understand it I <br />am satisfied.
