A limiting factor of a :particular situation, that defines
other variables in the same situation.
2. A characteristic of a substance or situation that is used
as a standard of comparison.

PARTS PER MmION (ppn)--Pa.rts by weight of a substance in a million
:parts at: water or other fiuid. For all practical purposes, it is
the same 80S milligrams per 11 tel'.

HlRCHED GROUW WATER--Ground water supported by a zone of impe:rmea.ble
ma.teria.l that is se:parated fran the underlying ma.in body of ground
water.

PERENNIAL YlJLD--The amount of' water of usable chemical quality of
a ground 1I'8ter reservoir that can be withdrawn and consumed
econanicaJ.ly each year for an indefinite period of time. It
cannot exceed the natural recharge to the ground water reservoir
and ultim8tely is limited to the me.ximum amount of discharge that
can be saJ.vaged for beneficial use.

HlRMEABILITY--The property at: a I118ter:La.l which permits appreciable
movement of 1I'8ter through it when saturated and actuated by hydrostatic
pressure at the magnitude normally encountered in natural subsurface
water.

pH (HYDROGEN ION CONCENTRATION)--Measure of acidity or alkalinity at:
water. D:l.stilled water, which is neutral, has a pH value at 7;
vaJ.ues above 7 1nd1cate the presence Of al.l!llJ.1es, while those
below 7 indicate acids.

PH1lEATOPHYTES--Plants that habituaJ.ly obtain their water supply :f'ran
the zone at saturation, either directly or through the capillary
fringe.

POLLUTION--The addition of' sewage, industriaJ. wastes, or other ha.nu:f'ul
or obJectiOllable I118teriaJ. to water.

POl'ENTIAL ENEroY (HYDRO) --The aggregate energy ca.:pable of being developed
over a specified period by practiesJ. use Of the available stream:f'low
and river gradient.

POl'ENTIAL EVAl'OT:RANSPIRATION--Evapotranspiration that will occur if
at no time there is a deficiency of water in the soil for use Of
vegetation.

PGlEIl DEMAND--See DEMAND (PGlEIl).

l-P
