[,r '," ,""..r;'\
, ".,.
. ..-\\oI'.......~

MANNER OF MAKING THE STUDIES

15

Because of the number of separate saurces of water supply
and the resulting complexity of the system and its operation, the
studies were grauped for canvenience into studies of the several
majar raw water supply systems and the physical works existing
or planned ta process those supplies, The South Platte direct-flow
source, which must be utilized at the times and rates it becomes
available under Denver's rights, was assumed ta take the base of
the load or requirement of the system, The Moffat system, com-
prising water from the Fraser River and Williams Fork sources
was then assumed to take that portion of the system requirements
not satisfied by South Platte direct-flow rights, and a separate
series of studies was made to appraise the adequacy of existing
and proposed works embodied in that system, Finally, the require-
ment remaining after full utilization of the South Platte direct-
flow and Moffat Tunnel sources was imposed on the Blue River
source and that water made available from storage in South Platte
reservoirs under storage decrees on that river, Specifically, the
water sources utilized in supplying the estimated requirements
under each of the studies were assumed to be taken in the follow-
ing order:

1. Supplies from direct-flow sources available under the
direct-flow rights of the City from the South Plotte and
its tributaries,

2, Moffat Tunnel sources made available by operating the
Fraser River collection system, Jones Pass and Vasquez
tunnels, Moffat Tunnel, Gross Reservoir, Ralston Creek
Reservoir, and the Moffat Filter Plant.

3, Blue River water diverted through the Harold D, Roberts
Tunnel and used either directly or exchanged to the
South Platte for water for storage in Cheesman Reser-
voir or Eleven Mile Reservoir.

4, Blue River water released from storage In Dillon Reser-
voir.

5, Final remaining requirements, if any, from releases from
South Platte reservoirs, which included water stored both
under South Platte water rights and water exchanged to
South Platte reservoirs from Blue River sources,
