<br />I' <br /> <br />MANNER OF MAKING THE STUDIES <br /> <br />ever, in view of the weaknesses of the method, caused by vagaries <br />of nature, considerable and careful judgment must be exercised <br />in the appraisal of the results of studies made by this method, <br />In the appraisal due regard must be given to the use to which <br />the facilities are to be devoted, and ta the adverse effects which <br />might result fram water shortages, In addition to the vagaries of <br />nature, the human element is involved in the operation of an <br />extensive system such as Denver wi II have after the works under <br />construction and those to be constructed under the present pro- <br />gram have been completed and placed in operation, <br /> <br />As 0 first opprooch to the Denver problem, a conventional <br />river and reservoir operation study was made to determine the <br />over-all aggregate starage capacity required to equate the water <br />supplies that will be available to Denver after the works embodied <br />in the present program are completed, Such a study gives a clue <br />to the order af magnitude of storage required to make full use of <br />available supplies at the time the City's requirements reach a level <br />equivalent to the average annual water supply available from all <br />sources. Such a study daes not, however, permit determining <br />directly the timing and sequence of constructing additions to stor- <br />age capacity nor the most logical and ecanomic sites for such <br />developments, <br /> <br />The water needs of a growing metropolitan area are never <br />static but are cantinually expanding from year ta year, and a <br />comprehensive appraisal of the physical warks required to make <br /> <br />optimum use of the available supplies as the City grows must take <br /> <br />into account this factor, Accordingly, the river and reservair <br /> <br />operation studies were made by assuming certain years of begin- <br /> <br />ning and ending insafar as requirements were concerned, and <br /> <br />applying those requirements to the water supplies equivalent to <br />those which would be available to the City during such a period <br /> <br />as the 24-year basic study period, 1931 through 1954, or certain <br /> <br />increments thereaf. I n one series af studies the beginning date <br />was set as Octaber 1957, and the studies sa far as requirements <br /> <br />were concerned were run through the year 1978. Another series <br /> <br />of studies started with the estimated requirement as of the year <br />1975 and extended through the year 1998, <br />
