<br />Mr. Idler, in his capacity as chairman of the Operations Committee. <br />was asked by Mr. Cooley to provide that committee's report. Mr. Idler <br />submitted a written report, including Mr. Jesse's November 12 ac- <br />counting of the operations of John Martin Reservoir (see Attachment <br />E, which reflects Mr. Jesse's report as originally submitted; a sub- <br />sequent amendment to the report is set forth later in these minutesl. <br />Mr. Gibson noted that the committee's report indicated that 38,006 <br />acre-feet of water were released from John Martin Reservoir to <br />Kansas. He asked what actual deliveries at the state line were, as <br />opposed to the releases Irom John Martin. Mr. Jesse noted that the <br />38,006 acre-foot ligure was composed 01 32,769 acre-leet 01 Kansas <br />account water and 5,237 acre-leet lor transit losses (see Table IX in the <br />November 12 report>. Mr. Jesse indicated that 36,030 acre-Ieet 01 the <br />water released Irom John Martin Reservoir reached the state line. <br />which is the sum 01 the "total combined delivery" entries under the <br />lour Kansas delivery events in his November 12 report to the <br />Operations Committee. He stated that the 36,030 acre-Ieet was an "over <br />delivery" relative to the 32,769 acre-feet of Kansas account water <br />which was released, which "over delivery" was caused by rain storms <br />below John Martin Reservoir which occurred during the course 01 two <br />different reservoir runs. <br />Mr. Bentrup questioned Mr. Jesse's characterization 01 the 36,030 <br />acre-feet as an "over delivery," noting that it was his view that Kansas <br />should benefit Irom precipitation which occurred below John Martin <br />Reservoir during a release from the Kansas account. Discussion en- <br />sued among the members 01 the Administration and Mr. Jesse con- <br />cerning the dillerenee between the 38,006 acre-foot and 36,030 acre-foot <br />ligures, the lact that actual state line flows were over 40,000 acre-Ieet, <br />and whether there was an "over delivery." It was eventually agreed <br />that the discussion 01 this item would be laid over until alter the lunch <br />recess so that Mr. Jesse could consult with Mr. Corrigan. Action on the <br />report 01 the Operations Committee was likewise delerred. <br />Mr. Cooley then called lor the election 01 ollicers lor compact year <br />1983. Mr. McDonald nominated Mr. Bentrup as Vice-Chairman. Mr. <br />Gibson moved, seconded by Mr. McDonald, that the Chairman be in- <br />structed to close the nominations and cast a unanimous ballot in favor <br />of Mr. Bentrup. There being no discussion, the motion was passed upon <br />the alrirmative vote 01 both states. Mr. McDonald then nominated Mr. <br />Idler as Recording Secretary. At this point Mr. Bentrup suggested that <br />aU remaining officers be reelected for compact year 1983, whereupon <br />Mr. McDonald withdrew his nomination 01 Mr. Idler. Mr. Bentrup then <br />moved, seconded by Mr. McDonald, that the persons serving as <br />Recording Secretary. Operations Secretary, and Treasurer during <br />compact year 1982 be reelected for compact year 1983 n.e., Mr. Idler <br />as Recording Secretary and Treasurer and Mr. Jesse as Operations <br />Secretary). There being no discussion, the motion was pa~sed upon the <br />a!!irmative vote 01 bothstates. <br />Mr. Cooley asked Mr. McDonald to advise the Administration 01 the <br />status 01 the annual report lor compact year 1981. Mr. McDonald <br />reminded the members of the Administration that the draft 1981 <br />Annual Report had been distributed to them under cover 01 a Sep- <br /> <br />40 <br />
