In light of the cash balance on <br />hand in the Administration's savings account" investment of that <br />surplus so as to gain a higher rate of return than that from a passbook <br />savings account was discussed. After this discussion, Mr. Gibson <br />moved, seconded by Mr. Olomon, that Mr. Idler, Mr. Bentrup, and Mr. <br />Genova be appointed by the administration as a temporary, ad hoc <br />committee responsible for investing the Administration's surplus in <br />interest bearing bank paper insured by the Federal Depository <br />Insurance Corporation within the next 10 days. There being no further <br />discussion, the motion was passed upon the affirmative vole of both <br />states and the chairman instructed Messrs. Bentrup, Genova', and Idler <br />to proceed accordingly. Mr. McDonald then moved, seconded by Mr. <br />Gibson, that the Treasurer's report, in the form of Attachments C and <br />D, be approved and received into the record. There being no further <br />discussion, the motion was passed upon the affirmative vote of both <br />states. <br />Finally, Mr. Cooley called upon Mr. Bob Jesse to make the <br />Operations Secretary's report. Mr. Jesse indicated that, in his capacity <br />as Colorado Division Engineer for Division 2, he had provided an ac- <br />counting of the operation of John Martin Reservoir for compact year <br />1002 to the Operations Committee on November 12, 1982, as required by <br />Section VII. A of the operation plan for John Martin Reservoir. Mr. <br />Jesse very briefly summarized the contents of his report and <br />highlighted the operations of John Martin Reservoir. Mr. Bentrup <br />asked how transit losses for deliveries to Kansas were to be computed <br />for 1983. Mr. McDonald noted that for 1982, Mr. Howard Corrigan, the <br />Kansas Water Commissioner, and Mr. Jesse had agreed upon a means <br />of determining transit losses as provided for in Section II. E(4) of the <br />operating plan for John Martin Reservoir. Mr. McDonald indicated <br />that he assumed that Mr. Jesse and Mr. Corrigan would likewise <br />develop procedures for 1983. After brief discussion it was agreed that <br />Mr. Corrigan and Mr. Jesse should again determine the means by <br />which transit losses would be calculated during 1983 and report their <br />agreement to the Administration. <br />With respect to agenda item 5, Mr. Idler noted that the audit of the <br />Administration's financial records had been completed by Crimond, <br />Farmer & Company, transmitted to him under cover of a letter dated <br />July 22, 1002, and subsequently distributed by him to members of the <br />Administration. Mr. McDonald then moved, seconded by Mr. Genova, <br />that the audit report be approved and ordered printed in the 1982 an- <br />nual report. There being no further discussion, the motion was agreed <br />upon the affirmative vote of both states. <br />With respect to committee reports, Mr. Cooley called upon Mr. <br />McDonald as chairman of the Administrative and Legal Committee. <br />Mr. McDonald indicated that the commit\ee had not held any meetings <br />during compact year 1982 and therefore had no report to make. Mr. <br />Cooley then called upon Mr. Gibson in his capacity as chairman of the <br />Engineering Committee. Mr. Gibson indicated that the committee had <br />likewise held no meetings during compact year 1982 and therefore had <br />nothing to report. <br /> <br />39 <br />
