The major output <br />W of the Forum has been preparation of Water Quality Standards for Salin- <br />~ ity Includin~ Numeric Criteria and Plan of Implementation in 1975 and a <br />revision in 1978. Allor parts of these documents have been adopted <br />as water quality regulations by each of the seven Basin states. lVhile <br />the numeric criteria remain constant,6 the federal and nonfederal mea- <br />sures which make up the plan of implementation have evolved as know- <br />ledge about the salinity problem increases. Major components of the <br />plan include construction and operation of those salinity control units <br />found feasible and authorized by Title II of P.L. 93-320; placing of ef- <br />fluent limitations on industrial and municipal discharges; and inclusion <br />of the sections of the 208 Water Quality Management Plans that deal with <br />salinity control as part of the Forum plan. The document also includes <br />agricultural improvements in on-farm and irrigation system practices, use <br />of saline water for industrial purposes, and recommended studies of both <br />structural and nonstructural measures to control salinity. <br /> <br />Over the years of its active participation in addressing <br />salinity-control issues, the Forum has gained a certain influence over <br />the actions of federal agencies and has acted as a regional unit to ob- <br />tain maximum salinity control benefits for the seven states as a nation- <br />al obligation. At the same time, through discussion at Forum meetings <br />and the research and liaison activities provided by the Forum work group, <br />the Forum has encouraged each state to adopt the Plan of Implementation <br />as water quality regulation and to enact programs and'po1icies peculiar <br />to each state which might affect salinity control. For example, Cali- <br />fornia and Arizona have both arranged for power plant cooling water de- <br />rived from saline return flow, and Clark County, Nevada (Las Vegas area), <br />has proposed a number of reuse projects to alleviate both water shortages <br />and salt buildup. <br /> <br />Industrial reuse policy, On September 11, 1980, the Forum \ <br />adopted a policy calling for the exercise of all feasible measures to \ <br />achieve the use of brackish and/or saline water for industrial purposes. \ <br /> <br />~~~~ ~~t~a~~ ~~~.~~~e~_,,-i~~:~~\I!Y~~~S~;P:~:'~_~sJ:~!itr;:~;~:;~:~a.r::~- .- <br /> <br />~I"~_enj;iar::--stat_~_acUll.itY_:l,P. tl1i'_..~1.inity control program.
