This vas <br /> <br />remedied by the Public Sale Act, which passed vith the Commission Act and <br /> <br />t~e Classification Act, which grants the Secretary of the Interior the <br /> <br />authority t:J sell public lands requ:lred for tlIe orderly growth and development <br /> <br />of the community or chiefly valuable for residential, commercial, agricultural, <br /> <br /> <br />(but not including lands valuable. for: grazing or raising forage crops) <br /> <br />industrial or public uses or development. Such sales vill not exceed 5,120 <br /> <br />acres. ~ualified governmental agencies may secure such lands at the apprsised <br /> <br />fair market value. Qualified individuals may purchase them at competitive <br /> <br />bidding at not less than the fair market value. No sale can take place under <br /> <br />this Act until zoning regulations covering the affected lands have been enacted <br /> <br />by the appropriate local authority. <br /> <br />The Public Sale Act itself requires that any patent issued under it must <br /> <br />reserve to the government all minerals in the lands. The minerals so reserved <br /> <br />are also vithdrawn by the Public Sale ,\ct from any kind of disposition ur,tH <br /> <br />Congress itself provides otherwise. <br /> <br />The requirements of the Classifications and Multiple Use Act, the need <br /> <br />:for regulations to put the new Public Se,le Act into effect make it desirable <br /> <br />to issue at the same time general guides for the numerous classifications <br /> <br />under the specific statutes. The regulations before you, therefore, incluc',e <br /> <br />those for the Classification and Multiple Use Act, the n~ Public Sale Act <br /> <br />and classification authorities generally. <br /> <br />7 <br />
