'i ~ ,; <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />WATER YEAR 1983 OPERATIONS <br />WATER YEAR 1984 OUTLOOK <br /> <br />I. GENERAL <br /> <br />This report is the fifteenth Annual Operating Plan for the Fryingpan-Arkansas <br />Project. The project is essentially complete and consists of federally <br />owned dams, reservoirs, conduits, tunnels, pumping plants, a pumped-storage <br />powerplant, electric transmission lines, substations, and other facilities. <br />These features are located in the Fryingpan River and Hunter Creek drainage <br />areas of the Colorado River Basin and in the Arkansas River Basin in <br />central and southeastern Colorado. Features to be completed are the <br />Fountain Valley Conduit and the Mt. Elbert Pumped-Storage Powerplant - Unit <br />2. <br /> <br />These extensive works will provide orderly and beneficial use of water for <br />irrigation, hydroelectric power generation, municipal and industrial uses, <br />flood control, and other incidental benefits, such as fish and wildlife pre- <br />servation and recreation. <br /> <br />. <br /> <br />Th is report prov ides the bas i s for increased cooper at i on and unders tand i ng <br />among all concerned with the coordinated operation of the project. The <br />report has two main parts. The first part reports the results of actual <br />operations in water year 1983 (October 1, 1982, to September 30, 1983), The <br />second part presents operating plans for water year 1984 (October 1, 1983, <br />to September 30, 1984). <br /> <br />The most probab 1 e condit i on of wa.ter supply was used in es tab 1 i sh i ng the <br />genera 1 plan for future operat ions. Thi s condit i on of water supp 1 y was <br />derived by statistical analysis of historical water supply data. Mter <br />review of the monthly snow surveys prepared by the Soil Conservation <br />Service, the plan will be revised based on the projected water supply. <br /> <br />The project was authorized under Public Law 87-590, 87th Congress, H,R. <br />2206, on August 16, 1962, This law provides that the project will be <br />operated under the Operating Principles adopted by the State of Colorado on <br />April 30, 1959, as amended December 30, 1959, and December 9, 1960. These <br />Operating Principles were published by the 87th Congress, 1st Session, as <br />House Document 130. <br /> <br />II. PROJECT FEATURES IN OPERATION DURING WATER YEAR 1983 <br /> <br />In water year 1983 the project features in operation were Ruedi Dam and <br />Reservoir; Sugar Loaf Dam and Turquoise Lake; Twin Lakes Dam and Twin Lakes; <br />Mt. Elbert Forebay; Mt. Elbert Pumped-Storage Powerplant; Mt. Elbert <br />Conduit; Pueblo Dam and Reservoir; Charles H. Boustead, Hunter, Carter, <br /> <br />. <br /> <br />1 <br />
